[SailfishDevel] Delays in Harbour QA

[Developer Care]

We are sending this e-mail to update our developer community about the upcoming changes in the process of their applications on Harbour.
Due to urgent need of all QA engineers on software release testing, we will have shortage of resources on Harbour QA side; therefore, we expect to have delays in processing our 3rd-party applications.
