[SailfishDevel] MobileNetwork / MobileData automatically on after reboot - what the heck?

I've been able to reproduce (including a 5 minute delay between
enabling flightmode and turning the device off.  Chat on #jollamobile
indicated it may be something to do with Dalvik, do you have that
enabled?
