  Thanks for reporting. I think I got this reproduced and happens in all 
pulley menus.  So essentially:
  1) Pulldown (or pushup) a pulley menu
  2) do the opposite until the menu is fully closed
  3) try to pull it open again
  And all without releasing mousebutton.
